City Clerk

In Grover Beach, the Office of the City Clerk is appointed by the City Manager. As with many other departments within the City's organizational structure, the duties of the City Clerk consist of more than one function.

The Grover Beach City Clerk also serves as the Executive Assistant to the City Manager and Secretary to the City Council. The City Clerk acts as a liaison between the general public and the City Council, providing the public with information related to City Council actions. The functions of the City Clerk's Office are predominately set by State law. Some of the functions include:

  • Prepare City Council/Improvement Agency agenda packets;
  • Record the minutes of all City Council/Improvement Agency meetings;
  • Maintain the City's historical files which consists of all Ordinances, Resolutions, and Minutes adopted by the City Council since incorporation on December 21, 1959;
  • Conduct the City's Municipal Elections;
  • Maintain all agreement and contract files;
  • Process all Statements of Economic Interests (Form 700s) and Campaign Statements required by the Political Reform Act of 1974, as amended;
  • Process and monitor all liability claims against the City;
  • Maintain files of all annexations and abandonments;
  • Codify new ordinances into the City's Municipal Code;
  • Assure all public hearing notices of the City Council are processed accurately and timely;
  • Serve as Notary Public for the City;
  • Receive bids and preside at official bid openings;
  • Conduct recruitments for the City's Commissions, Committees, and Boards; and
  • Process all Special Assessments for collection by the County on the tax rolls.
