General Management

City Management Office - Bob Perrault, City Manager

Appointed by the City Council, the City Manager is the executive officer of the City. The City Manager enforces the laws, carries out the policies of the Council through the direction of the City departments, and makes recommendations to the Council on matters concerning the operation of the City.

The City Manager also oversees the functions of City Clerk and personnel. The City Clerk is responsible for conducting elections, is the custodian of official records and documents for the City, and is the official recording and correspondence Secretary to the Council. Our City Manager is the City's Personnel Officer and is assisted by a Human Resources Coordinator for day-to-day administration of personnel matters. The Human Resources Coordinator is responsible for overseeing documentation and policies concerning City employees.

City Departments

The Police Department - Police Chief James Copsey

The Police Department is located at 711 Rockaway Avenue, and is responsible for the direction of staff and equipment to perform the following duties:

  • Preserve law and order
  • Investigate complaints
  • Arrest offenders
  • Recover stolen property
  • Regulate traffic
  • Municipal Code Enforcement

The Fire Department - Fire Chief Mike Hubert

The Fire Department is located at 701 Rockaway Avenue, and is instrumental in disaster planning, public education, weed abatement, and code enforcement.

Administrative Services - Gayla R. Chapman, Director

The Administrative Services Department is responsible for fiscal mangement of the City. Included is responsibility for accounting, purchasing, utility billing and collection and long-term financial planning. The Administrative Services Director coordinates preparation of the City's budget and participates in its preparation and review.

Community Development - George Hansen, Director

The Community Development Department is responsible for both private and public improvements made to the City. The department encompasses building, planning, street and park maintenance, beautification of traffic ways, wastewater collection, public building maintenance, City shop and corporation yard and water operations.

Parks and Recreation - Kathy Petker, Director

The Parks and Recreation Department is under the direction of the City Manager's Office and is responsible for meeting the recreational and leisure needs of local residents of all ages. Needs are met through the delivery of recreational activities that not only meet the community's interest but challenge and inspire people to develop new interests and skills.
