The Citizen Oversight Committee is a three-member citizen advisory committee whose task is to review expenditure reports relative to the activities funded with proceeds from the sale of bonds to ensure that expenditures are made as specified in the voter-approved bond measure (Measure K-14: the Grover Beach Street Rehabilitation; Safety Improvement Bond Measure, approved by voters on November 4, 2014). The Committee is then to submit an annual report to the City Council regarding its findings as to those expenditures. 

With passage of the bond measure, the chief fiscal officer of the City is to file a report with the City Council by no later than January 1, 2016 and at least once a year thereafter, showing the amount of bond proceeds collected and expended, and the status of the project(s) to be financed from bond proceeds.
