Citizen Oversight CommitteeMeetings of the Citizen Oversight Committee are open to the public and will be held in the Council Chambers, Grover Beach City Hall, 154 South Eighth Street. There currently is no regular meeting schedule; however, meetings are anticipated to be held on a quarterly basis, but not less than once annually. All meeting agendas will be posted no less than 24 hours in advance of the meeting pursuant to the Brown Act. Agenda posting locations are at City Hall and the City website.
WHAT IS THE CITIZEN OVERSIGHT COMMITTEE?The Citizen Oversight Committee is a five (5) member advisory committee whose task is to review an annual report that is prepared by the City. This annual report includes a summary of expenditures from revenue generated from the Transactions and Use Tax and budgeted expenditures for the upcoming fiscal year. The Committee is then required to provide a report on these expenditures to the City Council not less than six months following the close of the fiscal year. (The fiscal year runs from July 1 - June 30 of the following year.) The City Council has requested that the Committee meet more often than the minimum requirement of once per year in order to have an opportunity to monitor the rate of revenue generated from the sales tax and expenditures made in concurrence with the City's adopted annual expenditure plan. In the event of an economic downturn or, conversely, if more revenue is generated than anticipated, the Committee’s insight could prove helpful to the City Council. The one-half percent sales tax increase was approved by a majority of Grover Beach voters at the November 7, 2006 General Municipal Election and went into effect on April 1, 2007. Formation of a citizen committee was approved with the passage of Measure X-06. Members of the Committee are required to be registered voters of the City of Grover Beach. Terms on the Committee are for four (4) years. For initial appointments to this newly formed Committee, the City Council directed that two of the appointments be for two-year terms, and three appointments be for four year terms.
