Storefront Improvement Project Line

What Is It About?

The City of Grover Beach has a program for Storefront Improvements and entered into an agreement with Mid-State Bank to provide loans to property and business owners for the renovation of building facades along the West Grand Avenue corridor.

How Do You Qualify?

In order to qualify for the Storefront Improvement Project, you must meet certain criteria from both Mid-State Bank and the City. The Bank will set standards for creditworthiness and ensure that the loan is used only for the purposes of making storefront improvements.

Mid-State Bank will provide low interest rate loans on the following terms:

  • Loan Amount: Up to $5,000; Interest rate: 1% below; Repayment Term: 36 months
  • Loan Amount: $5,001-$10,000; Interest rate: West Coast; Repayment Term: 60 months
  • Loan Amount: $10,001-$20,000; Interest rate: prime interest rate; Repayment Term: 84 months
  • The maximum amount the Bank will lend is $20,000.

    The City has established architectural review criteria to assist you in designing your building modifications. The following are some of the main design criteria that will be used by the City in reviewing the West Grand Avenue Storefront Improvement Project:

  • Most importantly, the proposal must comply with all applicable provisions of the Zoning Ordinance and Municipal Code of the City of Grover Beach and the City's General Plan.
  • The design should be consistent with the design theme and maintain compatibility with the surrounding environment, including the use of materials, colors and landscaping.
  • Safety is an important factor for both the circulation of vehicles and pedestrian traffic.
  • Architectural Standards are available at the Community Development Department counter. The standards address acceptable design of buildings, landscaping, lighting and signage.

    How Do You Apply?

    1. Pick up a "Storefront Improvement Project" application form from Mid-State Bank or the City Community Development Department.

    2. The Application must be completed and submitted to Mid-State Bank with a description of the proposed improvements to your building, including detailed building plans. The Application will then be forwarded to the City of Grover Beach Community Development Department for review and to determine whether the proposed improvements meet the criteria for the Storefront Improvement Project.

    3. While Mid-State Bank is reviewing your loan application, you will need to complete and submit a "Grand Avenue Storefront Improvement Project, Architectural Approval/ Building Permit Application", to start the building improvement process. Pick up this application form from the City Community Development Department. The loan will not be approved until the City approves the building plans.

    The application should include building elevation drawings showing:

  • All exterior walls, fences, roof projections and other structures with height dimensioned; all material types noted.
  • Type of roof material.
  • Accurate color of material (one set of typical elevations shall be rendered showing accurate color).
  • Elevations of all proposed signage.
  • Your plans will be checked by the Planning Division to determine if the project meets the facade program architectural criteria. If it does, the Building Division will perform a plan check, and a building permit will be issued when plans meet all applicable codes.

  • The City of Grover Beach will inform Mid-State Bank in writing, whether the application has been approved or not.
  • The improvements must be initiated within six months from the date you receive your building permit.
