Responsibilities

At the May 20, 2019 City Council Meeting, the City Council approved Resolution No. 19-44, which gave the direction to combine the The Citizen Oversight Committee for the Measure K-14_Street Bonds Measure and Measure X-06_Sales Tax Measure into one Citizen Oversight Committee for City Revenue Measure.  This was a three-member advisory committee whose task was to provide oversight of voter-approved city revenue measures and review an annual report that is prepared by the City.  At the November 3, 2020 General Elections voters approved an additional 1% Transactions and Use Tax by passing Measure F-20 which would be included in the existing Citizen Oversight Committee on City Revenue Measures.  At the December 7, 2020 City Council Meeting, the City Council approved Resolution No. 20-47 which expanded the existing three position committee to five positions.

This annual report includes a summary of expenditures from revenue generated from the Transactions and Use Tax and budgeted expenditures for the upcoming fiscal year, as well as activities funded with proceeds from the sale of bonds to ensure that expenditures are made as specified in the voter-approved bond measure (Measure K-14: the Grover Beach Street Rehabilitation; Safety Improvement Bond Measure, approved by voters on November 4, 2014). The Committee is then to provide a report regarding these expenditures to the City Council.
