 The City of Grover Beach is working on an update to the Housing Element that will review and modify housing policies and programs to demonstrate that the City can accommodate the City’s (Regional Housing Needs Allocation) RHNA and reflect changes in state and federal housing law.  

The RHNA is produced by the State of California Department of Housing and Community Development (HCD) and identifies the project housing needs in the region. For the San Luis Obispo region, the RHNA is 10,810 dwelling units. The San Luis Obispo Council of Governments (SLOCOG) is responsible for distributing this allocation between the cities and the unincorporated county. The City’s 2020-2028 RHNA is as follows:

The process to update the Housing Element began in January 2020 and is anticipated to take approximately ten months. The process includes numerous opportunities for public input. Input may also be emailed to commdev@groverbeach.org  or submitted in writing to:

On February 12, 2020, the first public workshop was held. Workshop attendees were provided an overview of the Housing Element and the update process (view presentation slides here).  Attendees also shared their thoughts on community needs and ideas on how housing opportunities can be improved. 

On Monday, July 27, 2020 a Joint City Council and Planning Commission Workshop was held  to review the Public Review Draft of the 2020-2028 Housing Element, receive public comments, and provide input on the draft. Comments can be emailed to: commdev@groverbeach.org or mailed to the address above.

On September 17, 2020 a Notice of Availability  was published announcing the availability of the Initial Study for Grover Beach 2020-2028 Housing Element Update and Opportunity Site Rezoning. The comment period concludes Monday, October 19, 2020 at 5:00 p.m. Please submit comments via email to commdev@groverbeach.org or via mail to:
