The Housing Element is one of seven state-mandated elements of the City’s General Plan and is the only element that must be updated on a set schedule and certified by the State. The Housing Element provides an analysis of the City’s housing needs for all income groups, establishes goals, policies and objectives to guide the development of housing in Grover Beach.
The City is required to demonstrate that the city can accommodate a specific number of units for each income category within the planning period (Regional Housing Needs Allocation (RHNA)).
