November 8, 2022 General Municipal Election
Application for Grover Beach City Council Vacancy
The City of Grover Beach is now accepting applications to fill a vacancy on the Grover Beach City Council created by the November 8, 2022 election of Council Member Karen Bright as the City's new Mayor. By a unanimous vote, the City Council decided to fill this vacancy by appointment rather than by holding a special election and would like to invited registered voters of Grover Beach who live in District 4 (please see District Map for boundaries) to apply for the remaining term of the position until December 2024.
This decision opens the process to the public by asking potential candidates to apply for the position rather than being brought forward by Council Members. To apply, community members are asked to complete an application, and submit it to the City Clerk's Office by 5:00 p.m. on Friday, December 30, 2022. The applications will be provided to the City Council for its January 9, 2022 regular meeting where the Council will conduct candidate interviews and make an appointment for this position.View the application (PDF).
On March 28, 2022 the City Council adopted Ordinance No. 22-02 which changed the City's "at-large" election system to a "district-based" system in which each Council Member seat is elected by the voters in the district in which the candidate resides. The office of Mayor still remains directly elected "at-large" for a two-year term. The office of Council Member is a four-year term, with terms expiring at staggered intervals. On June 27, 2022 the City Council adopted Resolution No. 22-30 approving and establishing a Citywide Governance Policy affirming the value of at-large governance of the City.

- You must be a resident of Grover Beach; and
- Be a current registered voter in the City of Grover Beach.
- Live in the District that is up for election in that year.

*Voter Eligibility and Registration
In order to be eligible to vote in California, an individual must be a United States citizen, a resident of California, and 18 years of age or older on Election Day (16- and 17-year-olds may pre-register). Additional limitations may apply. In order to vote in a Grover Beach election, or nominate a candidate for a Grover Beach elected office, an individual must be registered to vote at an address in Grover Beach.

- Register or update your voter registration: Visit http://registertovote.ca.gov. Paper voter registration forms are available at San Luis Obispo County elections office, local libraries, Department of Motor Vehicles offices, and US Post Offices.
- Additional voter registration information may be found at at www.sos.ca.gov. If you miss the standard registration deadline, you can still register to vote conditionally and cast a ballot up to and including Election Day.

Residents interested in running for office are encouraged to contact the City Clerk's Office early for information about required paperwork and filing deadlines. The City Clerk offers hour-long appointments to discuss the prospect of running for office with any interested resident.

Candidates must be registered to vote in the City of Grover Beach. Individuals who intend to run for office must file certain Fair Political Practices Commission (FPPC) forms with the City Clerk's Office before soliciting any campaign contributions or making any campaign expenditures. In order for a candidate's name to appear on the ballot, the candidate must obtain officially issued nomination materials from the City Clerk's Office, and submit all required nomination paperwork, including a petition signed by other city voters, during the specified nomination period (see "Key Dates" above). Other filing requirements include FPPC forms disclosing certain personal economic interests, and information about campaign contributions and expenditures.
